89 AS Advance charging issue

89 AS Advance with Indmar Ford 351 that won't charge. Had alternator checked twice and both times checked out good. It acts like the exciter wire is not kicking the regulator on.  Any tips as to what might cause this? I'm assuming it starts at the ignition switch and runs to the coil but from there not sure.

What voltage are you getting at the alternator and battery terminals when running or not? Need a VOM to monitor the true voltages at the source and start tracing it backwards from there.
When people run down to the lake to see what is making that noise, you've succeeded.

At idle it is only putting out 12.3V and 13-15 amps. Put a load on it and it drops voltage to 11.5 and the amps only increase to 19amps max. Never had a problem with the charging system until I had to tow my brothers boat in after his broke down. Didn't know if there is a fusible link somewhere in the system? Even at idle with no load the low voltage indicator will beep.
